Disclosed in the invention are a network registration method and a network control device for single-card double-standby. The method includes that: a second network control device receives a message which is sent by a first network control device and carries location area information of a single-card double-standby terminal in a second generation (2G) network; the second network control device converts the location area information in the 2G network into location area information in a third generation (3G) network, and sends a location area update request message to a circuit switched (CS) domain of the 3G network so as to realize the location area update and registration of the single-card double-standby terminal in the 3G network. The embodiment of the invention enables registering to a core network of 3G via an access network of 2G.
