A manufacturing device of polymer slurry having high dry matter and a manufacturing method using the same are provided to condense and age the polymer slurry having the high dry matter without injection of water by maintaining flowage of the polymer slurry. A manufacturing device of polymer slurry having high dry matter includes the followings: a latex input hole(1) in which polymer latex is put; a coagulant input hole(2) in which the coagulant is injected; a flocculation basin(10) of an extruder shape including a condense screw(3) and a condense slurry outlet(4); a slurry input hole(6) in which the polymer slurry discharged through the condense slurry outlet of the is injected; an aging slurry outlet(9) discharging the polymer slurry and an aging screw(8) transferring the polymer slurry; and an aging tank of the extruder shape.
