<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing an insulated wire which is high in productivity and excellent in the softening temperature and also which is excellent in flexibility with less work hardening at the completion time of a cable, and to provide the method of manufacturing the cable. <P>SOLUTION: The method of manufacturing the insulated wire includes: a hard copper wire forming process in which a hard copper wire is formed by applying the wire drawing work to a dilute copper alloy wire, containing copper containing inevitable impurities, the amount of oxygen exceeding 2 mass ppm, and at least one kind of an additive element of Mg, Zr, Nb, Ca, V, Ni, Mn, Ti and Cr, so as to have a final wire diameter; a coating process for coating resin on the outer periphery of the hard copper wire.
