PURPOSE: A plasma display panel and a plasma display apparatus are provided to prevent the damage of an address electrode by differently forming the filler content of a first portion that a bottom dielectric layer is overlapped with a discharging cell and the filler content of a second portion that the bottom dielectric layer is overlapped with a seal portion. CONSTITUTION: A first electrode is formed on a front substrate. A second electrode crossing with the first electrode is formed on a rear substrate(211). A bottom dielectric layer(215) is formed on the top of the second electrode. A partition wall is arranged between the front substrate and the rear substrate. The partition wall divides a discharge cell. A seal portion is arranged between the front substrate and the rear substrate. End portion of the front substrate, the rear substrate, the seal portion, the bottom dielectric layer, and the second electrode is cut.
