<P>PROBLEM TO BE SOLVED: To safely and comfortably operate in-vehicle equipment by a driver while suppressing the increase of the number of switches to be operated by the driver. <P>SOLUTION: A vehicle information detecting part 102 detects whether the vehicle is under stopping or running based on the speed of the vehicle. An operation control part 105 determines that an input operation detected by steering controllers A, B is an operation for a first processing when the vehicle is under stopping, and the operation control part determines that an input operation detected by the steering controllers A, B is an operation for a second processing different from the first processing when the vehicle is under running.
