PURPOSE: An electric power facilities progressive control system and method are provided to reduce burden of a dead-line work by including an apparatus capable of systematically preventing mis-operation in the dead-line work. CONSTITUTION: A file type database is stuck out from a host drive server(610). The file type database which is stuck out is changed into a relational database(620). The point name of a power controller is extracted from the changed relational database(630). A dead-line work procedure scenario is created by matching the extracted point name of the power controller with order of a pre-stored dead-line work operation manual(640). The host drive server comprises a dead-line work monitoring part and a mis-operation control part. The mis-operation control part comprises a warning part which warns mis-operation of the power controller, and a normal control guide part guiding at least one among the point name or control type.
