PROBLEM TO BE SOLVED: To permit a user to more correctly recognize display of battery residual capacity.

SOLUTION: A charging/discharging current integration portion integrates a detection value of a charging/discharging current of a secondary battery. A charging current detection portion detects that charging current of the secondary battery is reduced to a prescribed value. An integrated value resetting portion resets an integrated value of the charging/discharging current integration portion by a reference integrated value when the charging current is reduced to the prescribed value. A rate operation portion operates a rate of the residual capacity of the secondary battery. A residual capacity notification portion notifies the user of the residual capacity by voice. The charging/discharging current integration portion integrates the charging/discharging current with the integrated value which has been reset as a reference. The rate operation portion obtains the reference integrated value as the integrated value corresponding to capacity in the case of full charging, obtains the integrated value corresponding to the present residual capacity at any time and operates the rate of the present residual capacity to the capacity in the case of full charging.
