<P>PROBLEM TO BE SOLVED: To provide a fuel battery working at or below 300°C in which an electrolytic film is prevented from being cracked, and which can be sealed gas-tightly with reliability. <P>SOLUTION: The fuel battery cell structure comprises: a solid electrolytic film 1; a pair of electrodes composed of an anode including an anode catalyst layer 6 formed on one face of the solid electrolytic film 1, and a gas diffusion layer 7 placed on and outside the anode catalyst layer 6, and a cathode including a cathode catalyst layer 8 formed on the other face of the solid electrolytic film 1, and a gas diffusion layer 7 placed on and outside the cathode catalyst layer 8; a separator 9 composed of a pair of gas impermeable plates disposed further outside the pair of electrodes and having reactive gas passages; a smooth layer material 2 disposed on a peripheral portion of the solid electrolytic film 1; and a seal material 5 put between the smooth layer material 2 and the separator. The smooth layer material 2 is composed of a combination of a ring-like metal member 3 and a smooth material 4 and put on the peripheral portion of the electrolytic film 1.
