PURPOSE: A proxy based medical data access certifying management method and an apparatus thereof are provided to determine access validity of an insurance agency and to obtain access certification. CONSTITUTION: A certifying institute terminal(100) defines a system parameter and generates a public key and a master key. The certifying institute terminal generates a private key about an identifier. A mandatory terminal(200) offers a cipher key constituting mandatory data and property conversion key. A hospital unit(300) distinguishes validity about data reading request access.
