PURPOSE: A device for controlling an initial servo of an optical disc drive and a method thereof are provided to transmit a pseudo command to a host without an initial servo operation if power is on while a power saving key button is turned on. CONSTITUTION: When an optical disc drive is powered on, a control unit checks that a tray is closed(S10,S11). When a power saving key button is powered on, the control unit omits an initial servo operation(S13,S14). The control unit transmits a pseudo command to a host(S15). When the power saving key button is powered off, the control unit performs the initial servo operation(S17).
