<P>PROBLEM TO BE SOLVED: To recognize various characters (including handwritten characters) in an image with high precision. <P>SOLUTION: In character recognition processing, a control part 11 inputs a recognition object image (S101). Then the control part 11 generates a recognition object graph as a graph to be recognized based upon the recognition object image (S102). Further, the control part 11 converts the recognition object graph into a recognition object scalar value as a scalar value to be made to correspond to the recognition object graph one to one (S103).
