An aggregation of processing rules and the specific easing of a flow causing abnormal traffic are reconciled. At nodes positioned at the start points of aggregatable intervals in two or more packet transfer routes having aggregatable intervals, the control apparatus performs a process in which a flow identifier for identifying a flow, and a route identifier used to transfer packets in aggregatable intervals, are written to a region in which the packets are matched to the matching rules for the packets, the packets belonging to individual flows being transferred by two or more packet transfer routes. The processing rules for each flow that outputs packets are then configured. Also, at nodes positioned in the middle of the aggregatable intervals, common processing rules are configured so that packets matching the route identifier are transferred according to the packet transfer route. At nodes positioned at the end points of the aggregatable intervals, processing rules are configured to perform restoration and transfers based on the flow identifiers.
