PROBLEM TO BE SOLVED: To prevent information from leaking out due to interception of a link and detect an alteration to information flowing in the link, without depending on structure of a network and a configuration of network codes.

SOLUTION: Transmission information is operated by a universal hash inverse function. Among a plurality of pieces of acquired information, one piece of information is generated as confidential information. An authentication tag is generated by inputting the confidential information and a key and operating the confidential information using a function associated with the key. Then, the generated confidential information and the generated authentication tag are combined, so that combined information is transmitted via a network.
