Disclosed are a method, device and system for data compression and decompression. Taking the implementation of a method embodiment as an example, it comprises: acquiring frames of original data S and compression encoding rules; carrying out compression encoding on the frames of the original data S according to the compression encoding rules so as to obtain a first layer encoding error E1 and a first layer encoding C1; carrying out compression encoding on E1 according to the compression encoding rules so as to obtain a second layer encoding C2; and packaging C2 and C1 so as to obtain an encoded frame after compression. Layered compression is achieved, being suitable for the compression of multimedia source signals and also suitable for the compression of ordinary data; this compression method can improve the transmission efficiency of communication signals and data and improve the channel utilization rate when applied in data transmission, and can improve the storage efficiency of communication signals and data and the utilization rate of the storage device when applied to data storage.
