PURPOSE: A cooling-and-heating device using a power saving thermoelectric element is provided to operate a generator after amplifying a velocity of an air flow cooled or heated by a thermoelectric element by an amplifying tube so that power is generated. CONSTITUTION: A cooling-and-heating device comprises a chamber(1), a blowing fan(3), a thermoelectric element(5), a first heat conduction pipe(9), a second heat conduction pipe(11), a cooling pipe(13), a heating pipe(15), a first connection pipe(17), a second connection pipe(19), an amplifying tube(21), a first converting valve(23), a second converting valve(25), a power generation fan(27), a generator(29), and a storage battery(31). The blowing fan inhales the outdoor air to the chamber. The thermoelectric element comprises a cooling unit(6) cooled by the electricity and a heating unit(8) radiating heat by the electricity. The first heat conduction pipe is connected to the cooling unit, thereby being cooled. The second heat conduction pipe is connected to the heating unit, thereby being heated. The discharged air cooled in the cooling pipe is sprayed to the heating unit of the thermoelectric element, thereby flowing into the second heat conduction pipe. The discharged air heated in the heating pipe is sprayed to the cooling unit of the thermoelectric element, thereby flowing into the first heat conduction pipe. The amplifying tube amplifies the velocity of an air flow and the air flows into the amplifying tube from the first and second connection pipes. The first converting valve controls an amount of the air sent to the heating unit and amplifying tube by being guided from the first connection pipe.
