Disclosed in the present invention is a method for assigning MSISDNs, said method comprising: when a terminal attaches to a network, an MSISDN is dynamically assigned to the terminal; when the terminal detaches from the network, the MSISDN assigned to the terminal is released. Also disclosed in the present invention is a system for assigning MSISDNs, and a short message transmission method and a system therefor based on the method for assigning MSISDNs. The present invention enables a small amount of MSISDN resources to serve as many terminals as possible, thereby effectively conserving MSISDN resources. The present invention is particularly applicable when MTC involves a large number of terminals.
