According to one embodiment of the present invention, a system for operating a tourist card for a foreign tourist comprises: a tourist card issuing unit which transmits a command for issuing a tourist card to a server of a financial institution upon receipt of a tourist card issue request from a terminal used by a foreign tourist entering a given country to sightsee; a document preparing unit which receives purchase information on goods bought by the foreign tourist and personal information on the foreign tourist recorded in the tourist card from the server of the financial institution, and prepares an application form for a value added tax refund for the goods based on the purchase information and on the personal information when the foreign tourist having received the tourist card based on the command for issuing a tourist card has purchased the goods at a card affiliate; and a value added tax refund unit which transmits the application form for a value added tax refund to a customs server, and transmits a command for providing a value added tax refund to the customs server when the foreign tourist has submitted the application form for a value added tax refund to the customs. |
