<P>PROBLEM TO BE SOLVED: To solve the problem in which: authority may change depending on an action taken by an acting person; and therefore, the determination criterion of an abnormal/normal action need to be changed according to the changed authority. <P>SOLUTION: Action authority information, in which the determination criterion of an abnormal/normal action is changed according to an action taken by an acting person, is calculated.
