A method for manufacturing a fine PTFE powder that is easy to handle. The present invention is a method for manufacturing a fine polytetrafluoroethylene powder, said method being characterized by including: a step (1) in which an aqueous dispersion liquid containing polytetrafluoroethylene, water, and a surfactant (A) is prepared; a step (2) in which said aqueous dispersion liquid is agitated by discharge-flow agitation blades, thereby flocculating the polytetrafluoroethylene in the aqueous dispersion liquid; a step (3) in which a wet polytetrafluoroethylene powder is collected; and a step (4) in which said wet polytetrafluoroethylene powder is dried.
