<P>PROBLEM TO BE SOLVED: To prevent a case where when charging a storage battery mounted on a vehicle using a portable charger, a driver moves the vehicle without noticing that the charger is connected to the battery. <P>SOLUTION: When a battery 14 is charged as the same is kept housed in a housing box 13 under a seat 12, a charger 15 is taken out of the housing box 13 with the back face 15b of the charger 15 turned toward a leg shield and is suspended by making a hook member 24 catch a handle 28. The charger 15 is then connected to the battery 14 and to an electrical outlet to start charging the same. The charger 15 placed in a leg stretching space 23 makes a driver inevitably notice that the charger 15 is connected when the driver tries to ride the vehicle.
