<P>PROBLEM TO BE SOLVED: To provide a manufacturing method of toner that effectively transfer heat to droplets formed from a toner composition liquid and solidify the droplets by removing a solvent, and a toner manufacturing apparatus that performs the process. <P>SOLUTION: A manufacturing method of toner of the present invention includes: a periodical droplet forming step for periodically forming a toner composition liquid 10 that contains at least resin and colorant into droplets by using vibration and discharging the droplets from a plurality of discharge ports 11; and a particle forming step for forming toner particles by solidifying droplets 35 of the discharged toner composition liquid 10.
