SOLUTION: The present invention relates to a position estimation apparatus including: a base station information storage section storing positional information of a base station; and a position estimation section for estimating a measuring position of a radio signal transmitted from a base station whose positional information stored in the base station information storage section is within a restriction range, on the basis of the positional information of the base station and measurement information of a signal strength of the radio signal.
