<P>PROBLEM TO BE SOLVED: To provide a medium scraping mechanism that efficiently scrapes up a medium, and to provide a power transmission device. <P>SOLUTION: The mechanism includes: a rotator 6 which scrapes up a medium on the outer surface by rotation; a wall face 8a opposing to the outer surface of the rotator 6; and a helical groove 7 which is helically formed on at least one of the rotator 6 or the wall face 8a, formed around the rotation axis X1 of the rotator 6 along the rotation direction of the rotator 6, the groove having an inlet opening 9 at one end where the medium is introduced and having a discharge opening 10 at the other end opening toward the downstream side in the scraping direction of the medium by the rotator 6.
