<P>PROBLEM TO BE SOLVED: To provide a seat heater achieving power saving while effectively heating to an optimal temperature, and a seat with a seat heater. <P>SOLUTION: A seat heater 4 includes: a base sheet 5; a plurality of sheet heating elements 6 arranged on the base sheet 5, each of the sheet heating elements having a rectangular shape with a long side of 9 cm or less and a short side of 5 cm or less; and two sheet electrodes 7 connected to each of the sheet heating elements 6.
