<P>PROBLEM TO BE SOLVED: To effectively prevent fraudulence without lowering a service level of a game shop. <P>SOLUTION: An IC card receiving part 301 receives IC cards of employees, in which the number of output balls calculated from differential ball history is recorded from a sandwiched device. An authentication part 302 authorizes that the IC card is an official employee's IC card. An output ball data obtaining part 303 obtains the number of output balls recorded in the employee's IC card if the IC card is authorized. A counting part 305 counts the balls transferred from a ball introducing part 304 if the IC card is authorized. A comparing part 306 compares the number of output balls output from the output ball data obtaining part 303 and the counted result output from the counting part 305 and determines whether the difference between them is within a predetermined range.
