PURPOSE: A cooling-and-heating device of an electric vehicle is provided to selectively perform cooling and heating of an electric vehicle by using a heat exchange core comprising a thermoelectric element. CONSTITUTION: A cooling-and-heating device of an electric vehicle comprises a blower unit(10), a temperature control unit(20), a heat pipe(40), and an air cooling type blower fan(50). The blower unit comprises a blower and forcedly ventilates inhaled air. The temperature control unit receives the ventilated air by connecting to the blower unit, thereby ventilating cooled or heated air to each part of the vehicle. A heat exchange core comprising thermoelectric elements is mounted in the temperature control unit. One side of the heat pipe is contacted with one side of the thermoelectric element. A radiation fin is formed in the other side of the heat pipe. The air cooling type blower fan performs a heat exchange by forcedly ventilating air to the radiation fin of the heat pump.
