PURPOSE: An apparatus and method for charging and discharging a secondary battery are provided to reduce manufacturing costs by simultaneously charging and discharging a plurality of secondary batteries with one charger and one discharger. CONSTITUTION: A plurality of secondary batteries are connected in parallel to a parallel connection unit(200). A charger applies a charging current to the parallel connection unit and simultaneously charges the plurality of secondary batteries. A discharger(800) is connected to the parallel connection unit and simultaneously discharges the plurality of secondary batteries. An inspection unit(600) measures a current value of each charged secondary battery in real time.
