PURPOSE: A slitting device for a steel plate using a rapid cooling device and a slitting method for a steel plate using the same are provided to prevent burrs from becoming generated on the edge of a slit steel plate. CONSTITUTION: A slitting device for a steel plate using a rapid cooling device comprises a roller table, multiple scissors(130), and multiple cooling units(150). The roller table transfers an un-coiled steel plate. The scissors are arranged on the end of the roller table and consecutively slit the steel plate in a longitudinally direction. The cooling units are arranged to be contiguous to the scissors and partially cool the steel plate before the steel plate touches the scissors.
