Provided is a macrocell base station which receives a downlink signal of a low transmission power cell for a wireless terminal and performs control at a specified timing to suppress intercell interference caused by the downlink signal of the macrocell base station. A low transmission power cell base station determines a measurement timing at which the wireless terminal measures the reception quality of the low transmission power cell on the basis of information on the specified timing, and transmits, to the wireless terminal, a measurement setting message that includes measurement parameters corresponding to the measurement timing. At the measurement timing indicated by the measurement parameters included in the received measurement setting message, the wireless terminal measures the reception quality of the low transmission power cell indicated by the measurement parameters. If the condition that the wireless terminal performs an event is satisfied on the basis of the measurement result, a reception quality measurement message including information indicating that the reception quality was measured at the measurement timing is transmitted to the low transmission power cell base station. The load of the macrocell base station can therefore be distributed without increasing the intercell interference between the macrocell and the low transmission power cell.
