A reference signal generation device (10) comprises: a comparison unit (12) which compares a reference signal (r) and a time point signal (y) and outputs a tracking error (e); a control unit (13) which calculates, on the basis of the tracking error, an operation quantity (u) for I-P control that uses a binomial coefficient standard model having a fixed value; an oscillation unit (14) which oscillates in accordance with the operation quantity and outputs a frequency signal; and a detection unit (15) which outputs the time point signal on the basis of the frequency signal. The control unit updates the fixed value in accordance with the tracking error that is output from the comparison unit.
