Disclosed are method and device for sending messages, comprising: when the speed of message sending via ONU exceeds the speed-limit flow of the ONU, caching the message in the ONU Buffer (step 302) and sending the message evenly according to the speed-limit flow (step 303); wherein the speed-limit flow is determined by reshaping the flow of the ONU; also the value of the ONU Buffer is determined according to the bandwidth of the network where ONU is located (step 301). The present invention is capable of decreasing PING packet loss rate as well as reducing PING packet respond time.
