<P>PROBLEM TO BE SOLVED: To make usability better by improving stability during cutting. <P>SOLUTION: A plurality of placing rollers 8, 10 or the like that are rolled along a circumferential direction R of an outer circumferential surface 2 are supported on a placing part 4 of a movable base 3 placed on the outer circumferential surface 2 of a pipe 1, a cutter 23 rotated by an electric motor 20 is supported so as to be close to and away from the outer circumferential surface 2 of the pipe 1 on the movable base 3, a chain 11 with rollers to be wound around the outer circumferential surface 2 of the pipe 1 to fasten it is mounted, and the movable base 3, the electric motor 20, and the cutter 23 are made to move along the circumferential direction R of the outer circumferential surface 2 while moving the chain 11 with the rollers along the circumferential direction R of the outer circumferential surface 2 with respect to the outer circumferential surface 2 of the pipe 1 so as to cut the outer circumferential wall of the pipe 1 by the cutter 23.
