<P>PROBLEM TO BE SOLVED: To provide a stainless foil for an electricity storage device container that can secure adhesion with polyolefin-based resin without a surface treatment such as a chromium chemical conversion treatment, and that never decreases its adhesive strength even when the stainless foil is contacted with electrolytic solution, and to provide a manufacturing method thereof. <P>SOLUTION: A stainless foil for an electricity storage device container comprises an oxide film which contains Cr larger than Fe in quantity, and oxygen of 20 mol% or more and 60 mol% or less. In regard to the stainless foil, the arithmetic mean roughness Ral of a surface of the oxide film in a direction of rolling, or the arithmetic mean roughness Rac in a direction perpendicular to the rolling direction is 0.1 μm or more and less than the surface maximum depth Rt of the oxide film; Rt is 0.8 μm or larger, which is 50% or less of the thickness of the stainless foil; and the oxide film has a thickness of 6 nm or more and less than 150 nm.
