The network has location, navigation and communications (LNC) components arranged in participant-terminal equipments (TE) e.g. dual mode mobile phones, and in line terminals (LT). LNC communication links to other LNC components are established over lines or wirelessly. The components mutually locate each other when the links are established over the lines. A tachograph writes changes of observation results with date in a memory. The mobile phones conform to global system for mobile communications (GSM)and universal mobile telecommunications system (UMTS).
