PURPOSE: A signal relay device and a method thereof are provided to determine a modulation method of a relay machine in consideration of signal transmission time of the relay machine and the FER(Frame Error Rate) of each channel. CONSTITUTION: A modulation method selecting unit(211) selects a modulation method based on the SNR of at least one channel formed between at least terminal and a signal relay device. The FER of at least one channel is smaller than a selected FER, the entire signal transmission time of the signal relay device is minimized. A signal relay unit(212) relays transceiving between terminals based on the selected modulation method.
