PROBLEM TO BE SOLVED: To provide a flooring which is excellent in caster resistance and impact resistance and also excellent in design. SOLUTION: After impregnating paper with a thermosetting resin of which the main ingredient is a melamine based resin, a phenolic resin, or a diallyl phthalate resin, the resin-impregnated paper 2 obtained by being hardened is connected to one surface of a wooden-based substrate 3 with an adhesive. Then a design layer 4 predominantly composed of a natural wood veneer or decorative paper is provided on a surface opposed to the wood based substrate 3 side of the resin-impregnated paper 2.
