PURPOSE: An image providing system and method thereof are provided to offer images to a specific apparatus by encoding the images according to features of each apparatus. CONSTITUTION: An image providing server(100) receives an image file playback request from a specific apparatus(200). The image providing server determines the feature of the apparatus. The image providing server encodes a scalable bit stream by using a SVC(Scalable Video Coding) method according to the feature of the apparatus. The image providing server provides the encoded image to the apparatus.
