PURPOSE: A system for determining a document ranking and a method thereof are provided to calculate the significance of a document based on the document significance related to a query language candidate and the significance of the query language, thereby exactly calculating the document ranking without respect to the query language. CONSTITUTION: A query language candidate generating unit(201) generates a query language candidate including a keyword by using a document related keyword. A significance calculating unit(202) calculates the document significance related to the query language candidate and the query language candidate significance. A document ranking determining unit(203) determines a document ranking by using the document significance and the query language candidate significance. The significance calculating unit includes a document significance calculating unit(204) which calculates the document significance based on document ranking points related to the query language candidate, and a query language candidate significance calculating unit(205) which allocates the identical significance to the query language candidate.
