PURPOSE: A high-speed thermosetting composition for treating metallic surface is provided to use an organic siloxane resin and other organic resins mixed moderately, thereby having high corrosion resistance, coating adhesion, low temperature drying, and transparency. CONSTITUTION: A high-speed thermosetting composition for treating metallic surface comprises: one or more binder resins selected from a group consisting of a compound containing a siloxane repeating unit having one or more amine functional groups, and a compound containing a siloxane repeating unit having one or more epoxy functional group; and one or more hardeners selected from a group consisting of an amine group compound, and an epoxy resin. A surface-treated steel plate comprises a steel substrate, and a coating layer formed on one side or both sides of the steel substrate by being hardened by the composition for treating metallic surface.
