PURPOSE: A fluid heating mode heater using electricity is provided to heat fluid by generating heat at the same time from a thin film heating part of the outer side of an external tube and a thin film heating part of the inner side of an internal tube. CONSTITUTION: One or more external tubes have a hollow part which is a fluid passage. The external tube has thin film heating part which is formed on the outer side. One or more internal tubes have a sealing part in both ends. The internal tube has a thin film heating part which is formed in the inner side. Electrode parts(30,32) are formed in upper and lower side of the thin film heater. A plurality of internal tube support holder is installed in the fluid passage which is formed the internal tube and the external tube at constant intervals. A plurality of protrusions is formed in the outer side of the external tube in a longitudinal direction.
