<P>PROBLEM TO BE SOLVED: To provide a skin cosmetic quickly getting to fit a skin, not feeing a sticky feeling, and excellent in durability of moisturizing effect, a skin flexibility amelioration effect, a rough skin amelioration effect, and a skin protection effect. <P>SOLUTION: The skin cosmetic contains an arginine derivative represented by formula (I) and a water-soluble polymer compound. R<SP POS="POST">1</SP>and R<SP POS="POST">2</SP>are each a hydrogen atom or a hydroxypropyl group, and at least either of R<SP POS="POST">1</SP>and R<SP POS="POST">2</SP>is a hydroxypropyl group.
