A method of producing a composite composition characterized by comprising: a step of binding a dispersant to the surface of inorganic oxide particles in advance to provide the particles with dispersibility in a hydrophobic solvent, then dispersing the inorganic oxide particles in the hydrophobic solvent; a step of substituting the dispersant bound in advance to the surface of the inorganic oxide particles with a surface modifier comprising a polydimethylsiloxane backbone polymer having one functional group at one terminal, in the hydrophobic solvent in which the inorganic oxide particles are dispersed in order to bind the one functional group of the polydimethylsiloxane backbone polymer to the surface of the inorganic oxide particles; and a step of obtaining a composite composition by compositing a silicone resin with the inorganic oxide particles the surface of which have been modified by being bound with the polydimethylsiloxane backbone polymer having one functional group at one terminal and which was obtained in the previous step.
