<p>In a case where a division system, which can provide various shapes other than a rectangle, is used to divide a block, a reference pixel position is adaptively established, thereby predicting a motion vector. Provided is an image processing apparatus comprising: a dividing unit that divides a block, which is defined in an image, into a plurality of areas by use of boundaries selected from a plurality of candidates including boundaries having inclinations; and a motion vector predicting unit that predicts, on the basis of a motion vector specified in a block or area corresponding to a reference pixel position that varies in accordance with the inclinations of the boundaries, a motion vector that is to be used for predicting a pixel value in each area in the block divided by the dividing unit.</p> |
