PURPOSE: A target flow detecting apparatus and method are provided to detect target flow by grasping the behavior state of a packet and executing a deep packet test. CONSTITUTION: A packet receiving part(311) receives a packet. A state-determining part determines a behavior state of the packet. The behavior state is compared with a plurality of behavior signatures. A signature memory(325) matches a plurality of behavior signatures to each target flow and stores. A candidate determining part(317) detects target flow according to the behavior signature. The candidate determining part directs to a packet processing part in order to process the target flow.
