The device (100) has a collection terminal (2) associated to a partially buried container. The terminal has an opening door (3) for introduction of wastes into the terminal. An opening lever (4) i.e. opening pedal, is actuated from outside the terminal. A functional kinematic assembly is associated to the lever and the door. A locking assembly is actuated electrically for allowing the opening of door. The assembly is electrically powered by the opening movement of the door and/or the movement of the lever.
