The device has two notches (2) machined on a lower part of a column (1) that is made of stainless steel metal. A passage (11) is formed at a base of the column. A pedestal (4) provided with a central hole is arranged at the base of the column. Two guides are fixed on the pedestal so as to permit locking of a support pedal device (7). A crank (12) is arranged in a central passage of the column for carrying out rotations with an axle of the crank. The crank is locked by two nuts (16).
