<P>PROBLEM TO BE SOLVED: To reduce a processing burden on a mobile terminal when the mobile terminal located in a cell larger than a femtocell performs handover to the femtocell. <P>SOLUTION: A base station device is provided which forms a first cell in a radio communication system in which the first cell includes a plurality of second cells. The base station device comprises a reception part, a location information storage part, a selection part and a transmission part. The reception part receives a control signal including information for identifying a location of a mobile terminal from the mobile terminal located in the first cell. The location information storage part stores location information indicating a location of each of the plurality of the second cells. The selection part selects, from the plurality of the second cells, a surrounding cell possible to be a handover destination of the mobile terminal from the first cell based on a result of comparing the location of the mobile terminal with the location information.
