<P>PROBLEM TO BE SOLVED: To enable a mobile station to be quickly shifted to a second system when the mobile station communicating in a first system requests a service which is provided in the second system and not in the first system. <P>SOLUTION: A radio base station includes a radio-communication section for radio-communicating with a mobile station which is communicable in first and second mobile communication systems, a network communication section for communicating with an exchange station, and a determination section for determining whether a radio quality in the second mobile communication system is to be measured by a mobile station. If a mobile station requests a service which is provided in the second mobile communication system and not in the first mobile communication system, the radio base station checks a presence of a coverage of the second mobile communication system within a cell of the radio base station and determines whether radio quality is to be measured by the mobile station. If the measurement of the radio quality is not needed, the radio base station permits the mobile station to shift to the second mobile communication system instead of requesting the mobile station to measure the radio quality. <P>COPYRIGHT: (C)2012,JPO&INPIT |
