PURPOSE: An apparatus for eliminating a filter dust layer and a dust collecting facility including the same are provided to effectively eliminate a dust layer formed at a dust collecting filter by operating a dust layer eliminating part based on an actuator. CONSTITUTION: A dust collecting filter(210) is installed at a dust collecting facility(10) and refines dust-containing synthetic gas to discharge refined synthetic gas. A dust layer eliminating part(220) surrounds the outer peripheral of the dust collecting filter and vibrates based on external force in order to eliminate dust layer formed at the dust collecting filter. An actuator(230) is in connection with the dust layer eliminating part and applies the external force to the dust layer eliminating part. The volume of the actuator is changed, and the application of the external force is controlled according to the volume change of the actuator.
