PROBLEM TO BE SOLVED: To provide a billing management device processing billing in accordance with the number of sheets repetitively duplicated with an image forming apparatus, the device allowing a user to secure the required number of sets and to reduce a charge for repeat duplication.

SOLUTION: A billing management device that processes billing in accordance with the number of sheets repetitively duplicated with an image forming apparatus 1 includes: a setup charge storage section 442 for storing a setup charge set for each paper size; a display/operation section 5 allowing input of the number of sets for a user to repetitively duplicate an original image; and a combination size determination section 443 for calculating and determining a combination of paper sizes that allows repeat duplication of the original image by at least the number of sets input via the display/operation section 5 and minimizes a charge based on the number of sheets which is calculated on the basis of the setup charge.
